Hoopa is cheerful and naughty. He can transport himself and other Pokemon by his rings, so Reynard invited him to the Floaters. He know lots of Legendary Pokemon.
When being a balloon, Hoopa's body and rings inflate together. He enjoys seeing how Pokemon react to inflation.
